Specifications include, but are not limited to: 1. Emergency Management and Planning Consulting Services: a. Comprehensive assessment of our current emergency management framework, including organizational structure, polices, plans and procedures. b. Evaluation of existing emergency response plans, including the comprehensive emergency management plan (CEMP), Radiological Emergency Preparedness Plan (REPP), Multi-Jurisdictional Hazard Mitigation Plan (HMP), operational plans, business continuity plans, and disaster recovery plans and response plans. This may also include procedures and policies. c. Identification of gaps and vulnerabilities in our emergency management capabilities. d. Development of a customized emergency management strategic roadmap, based on industry standard best practices. e. Assistance in the creation or revision of emergency management plans, policies, procedures, and guidelines. f. Training and capacity building for our emergency management teams and key stakeholders. g. Conducting tabletop exercises, drills, and simulations to test the effectiveness of emergency response plans. h. Evaluation of communication protocols and tools for emergency notifications and public information dissemination. i. Collaborative development of a reunification, recovery and reconstruction framework to ensure a smooth transition from response to long-term recovery. 2. Emergency Management and Response Data Analytics and Systems a. Analyzing and interpreting data to identify patterns, trends, and areas of concern relevant to emergency management and response. b. Creation of custom maps, dashboards, field collection tools and analytical tools utilizing commercial off the shelf (COTS) software programs. These will produce both real time analysis and post analysis of emergency response data from multiple sources. c. Developing and maintaining custom GIS datasets relevant to emergency management and response. d. Development and maintaining crisis management software applications or tools. 3. Public Safety Communications and 911 Consulting & Technical services a. Provide technical expertise for the procurement, integration, operation and maintenance or repair of Public Safety emergency communications networks and systems. b. Comprehensive assessment of our current E911 framework and infrastructure, including organizational structure, polices, plans, procedures and equipment and recommendations on advancing NG911 initiatives in collaboration with local, state and national stakeholders.
