Norfolk Public School (NPS) is issuing this Request for Information (RFI) to gather information from the vendor community to identify potential providers of textbook disposal, recycling, and related services for a school district. The definition of recyclables can also be understood as different types of paper mixed for instance, phone books, magazines, office paper, paperboard packaging, newspaper, or any kind of paper except corrugated cardboard and shredded paper. Services shall conform to the requirements herein and as set forth by the Virginia Department of Environmental Quality (VDEQ) regulations except for residue. NPS seeks firms capable of providing a solution with the following features, but not limited to: Retrieval of outdated textbooks and instructional materials that have been designated and identified by the district for disposal. Retrieval of outdated textbooks and instructional materials that have been designated and identified by the district as items that can be donated and or re-sold. The contractor shall furnish all equipment and services needed for the pick-up services to collect the designated items or textbooks and instructional materials to be donated and re-sold. Recycling services shall be provided through a routing system that services all locations in the district, while minimizing the impact to customer service. The contractor shall furnish all equipment and services needed for the pick-up services to collect the designated items for recycling and disposal. The contractor shall have a detailed tracking or reporting, and invoicing system. The contractor shall accept the recyclable material collected and deliver to the processing facility from the individual school locations in the district to include at a minimum, materials listed in the chart given at time for pick up. The contractor shall collect weigh slips for each load delivered from the district’s collection vehicles. Weigh slips shall be accumulated by stop and delivered to the district office for invoicing. The contractor shall deliver recyclables collected under the district program to the processing facility on the same day on which they are collected. The district will not be responsible to the contractor for an additional service to any school location beyond the scope of services stipulated under this agreement. The contractor shall not charge any school directly for any services provided under this agreement. The contractor shall transport the recyclables collected to a properly permitted Materials Recovery Facility (“MRF”) or Recycling Transfer Facility (“RTF”). Should a local MRF not be available to the contract the contractor shall deliver the recyclables material to an RTF, and then transport them to an MRF at no additional cost to the district. The district reserves the right to terminate this agreement at its sole discretion if the contractor does not comply with this requirement. The recyclable materials delivered from the districts various school locations are generally not compacted and are delivered in recycling roll-off containers, with varying degrees of separation and or contamination. The contractor will be responsible for any damage to containers that are not covered under warranty. The contractor shall provide bulk purging services as needed and directed by NPS. Contractor will not provide services without fully executed PO per location from the purchasing department and / or without NPS Purchasing Card authorization.
