Specifications include, but are not limited to: 7.1 Psychiatric Evaluations. DHHS Medical Practitioners will refer Persons to the Psychiatric Clinic for an initial evaluation. The Contractor shall: (1) perform a psychiatric evaluation in person or via Telehealth to evaluate the Person's mental status and treatment needs, including assessing the need for, and prescribing, psychotropic medications; (2) obtain prior approval from the DHHS Medical Services Director before using Telehealth to perform an evaluation; and (3) document the assessment in writing in the e-chart program and personal files. 7.2 Treatment Plan Reviews. The Contractor shall: (1) participate with DHHS staff in a treatment plan review for each Person receiving a psychiatric evaluation; and (2) provide suggestions and guidance pertaining to each Person’s specific psychiatric needs and requirements. 7.3 Medication Management. The Contractor shall: (1) perform an evaluation in person or via Telehealth that includes prescribing, administering, monitoring and reviewing the Person’s medication and medication regime, and providing findings to DHHS staff; (2) obtain prior approval from the DHHS Medical Services Director before using Telehealth to perform an evaluation; and (3) document medication prescribed in the e-chart program and personal files. 7.4 Crisis Management. The Contractor shall: (1) provide crisis management services when a Person has a disruptive or unexpected behavior that threatens to harm themselves or other persons in the area; (2) provide services to Persons referred to the Contractor in writing, by phone, or by a DHHS Medical Practitioner; (3) review behavioral data and incidents and decide appropriate medication management; and (4) examine the Person, if necessary. 7.5 Telephone Consultations. The Contractor shall: be available for telephone consultations to DHHS staff during regular business hours, 8:00 AM to 5:00 PM, Monday through Friday; provide a telephone number where the Contractor can be reached; sign orders issued over the telephone at the next available clinic; (4) bill for telephone consultations more than 30 minutes at the hourly rate; and (5) not bill for telephone consultations 30 minutes or less. 7.6 Psychotropic Drug Reviews. The Contractor shall: schedule, attend, and lead a Psychotropic Drug Review every 18 months for each Person assigned to the Contractor's caseload, and may be done during the Person’s regular Psychiatric Clinic appointment; review all Psychotropic Drugs each Person is taking, including dosages, and ensure the drugs are appropriate and drug toxicity is considered; ensure Persons are not being improperly medicated and any necessary changes are made to the Person's treatment plan; work with the DHHS ID team consisting of Qualified Intellectual Disability Professionals (“QIDP”), psychologists, and RNs in developing a schedule for the Psychotropic Drug Reviews during the upcoming year; prior to determining any new drug treatment plan, review the Person's last drug treatment plan with the ID team, including the effectiveness of any medications the Person has been taking and any side effects exhibited; and document the ID team's recommendations and the final drug treatment plan, which must be kept in the Person's individual case file. 7.7 Training. The Contractor shall provide training on general psychiatric issues to DHHS staff, as requested by the DHHS Medical Services Director or the DHHS Superintendent. Training will be limited to one one-hour session per quarter and may be in-service training or training for DHHS staff nurses, psychologists, and QIDPs.
