Specifications include, but are not limited to: laboratory analysis services suitable for Drinking Water Taste & Odor Compounds, Algae Identification and Algae Count to the City of Longview Water Purification Division Watershed Management Program. The contract resulting from this process will be an annual requirements style contract. This is a one (1) year contract with the option to renew for four (4) additional oneyear periods. City of Longview offers no warranty of volume of services to be purchased and has listed the amount of services as an estimate only. It is the intent of the City to contract with one vendor for all services contained in this Invitation to Bid. Sampling begins predominately at the end of May or beginning of June, primarily when the days begin to be consecutively “hot”. Sampling will continue throughout the summer until days are consecutively cooler and results indicate a decrease in taste and odor compounds and algae that produce taste and odor compounds. During the heat of the summer, the City of Longview may be taking approximately nine (9) samples on one day per week (three plants, three reservoirs, and three raw water sources). The City of Longview does not guarantee any specific number of samples. All samples must be analyzed within the required holding times as per methods listed below. Any sample deemed unacceptable for testing by lab must be documented and notification of unacceptable sample shall be communicated to City of Longview Water Purification Plant Manager within two hours of receipt of sample. The Water Purification Division must have immediate access to lab results, either through telephone correspondence or online access. The Water Purification Division must have 24-hour access to track sample progress, via secure web connection. Samples must be analyzed to Method SM10200F and SM 6040D from Standard Methods for the Examination of Water and Wastewater 22nd Edition, APHA, AWWA, WEF, 2012. Contract laboratory must be accredited under NELAP per the EPA to analyze samples and must use current EPA-approved methodology on all analyses. Algae count must be reported in cells/mL. Algae Identification must be separated out into Phylum, then Class, Family, and/or Genus. Analyses must be performed in-house; no subcontracting. Analyses must be completed within 3-4 days of receiving samples. Failure to complete testing and provide lab results within timeframe stated in this bid will result in termination of contract. City of Longview reserves the right to contract with a secondary vendor for lab analysis services if awarded vendor is unable to meet time and testing requirements. Analyses shall be subdivided into self-explanatory categories. QA/QC results and completed chain of custody forms must accompany all reports. All analyses results must be received in TCEQ’s format in order to prepare the reporting forms. These results must be received by the City of Longview within seven days of lab receiving samples. All fees for services listed in this bid must be included in bid price on the Bid Response page.
