This RFP is being issued by the Kentucky Department of Agriculture (KDA) to secure amusement ride inspection services to supplement the work of the current staff of KDA's Amusement Ride Safety Branch. The Branch is part of the KDA's Office for Consumer and Environmental Protection (CEP). A contractor will work under the direction of KDA and the management and supervisory staff of the Branch and CEP. KDA operates an Amusement Ride Safety Branch to inspect amusement rides as required in Kentucky Revised Statutes 247.232 to 247.236 and Kentucky Administrative Regulations Title 302 Chapter 16. All rides operating in Kentucky must be in compliance with these statutes and regulations. Firms responding to this RFP are encouraged to review the KRS and KAR pertinent to amusement ride inspections. Amusement rides operating in Kentucky must undergo an initial inspection before they can receive a seal of inspection to operate in the state. Branch staff perform about 400 amusement ride inspections annually on an as needed basis. These inspections include rides installed at permanent locations and those transported to various locations across Kentucky (e.g. fairs, carnivals and festivals). The Branch also performs inspections of bounce houses, play ports, pool slides and other similar devices. Branch staff have the authority to inspect or re-inspect any operating amusement ride at any time, without notice. The Branch may inspect an amusement ride following an incident. The Branch may also re-inspect work performed by the contractor. The contracted inspector should be able to perform inspections for both permanent and mobile structures.
