Specifications include, but are not limited to: Grays Harbor County (the County) is seeking a Request for Proposal (RFP) from qualified individuals or firms (Consultant) to conduct a study of sea level rise (SLR) vulnerability and risk assessment with community engagement. The purpose of assessment is to identify potential impacts from SLR, characterize the impacts, and highlight areas of the critical infrastructure, public access, existing development, critical areas, due to inundation, saltwater intrusion to groundwater, wave action and flood damage considered most vulnerable to SLR. This project will involve developing planning-level SLR maps; updating and refining those maps based on current knowledge, technologies, and data; and using the updated maps to identify areas appropriate for future detailed SLR mapping studies. The Consultant will be expected to develop a GIS-based model of localized relative SLR projections, based on best available science including projected increases to average daily high tides and the extent of saltwater inundation due to extreme storm events. The Consultant will also gather existing information pertaining to groundwater conditions and freshwater flooding events. In addition to current scientific information, the Consultant will use input from the Quinault Indian Nation, Confederated Tribes of the Chehalis Reservation, and the Shoalwater Bay Indian Tribe (the Tribes), and a technical advisory committee (TAC) to develop mapping scenarios, based on probabilities and risk tolerance, for two future dates (i.e., 2050 and 2100). The Consultant will conduct outreach to increase public awareness of SLR, extreme events, and associated impacts while gathering public perspectives to inform planning efforts. Outreach materials and presentations will be produced and shared (online and in print) to communicate regulatory requirements and SLR vulnerability.
