Specifications include, but are not limited to: furnish travel, ground transportation and other contract services to the District at the lowest rates available. Contractor shall take advantage of all appropriate discounts and options (i.e. super saver, negotiated rates and discounts, etc.) to ensure the District enjoys the lowest fares and rates. The majority of travel will be by air. However, the contractor must be able to arrange for rail, bus or other alternatives to air travel. The contractor shall provide a two (2) hour window for traveler-requested departure and arrival times. The contractor shall assist the District in monitoring travel and related services for compliance with District and other applicable policies, procedures, regulations and statutes. Applicable District policies will be provided to the successful contractor upon contract award. Prior to issuing a ticket, the contractor shall notify the District of any traveler who declines the lowest fare. The District shall determine the appropriate course of action in such instances. The contractor shall make on-site deliveries of tickets, itineraries, boarding passes, etc., at no additional cost to the District. When electronic ticketing is used, itineraries shall be faxed, emailed or delivered to the traveler’s site. Travel documents shall be delivered at least two (2) days prior to the scheduled travel date, except for instances of emergency travel or when delayed booking may result in a lower fare. In any instance, the traveler shall be provided with a clear understanding of his or her travel arrangements in a manner and time frame that helps eliminate confusion and unrest. Tickets shall be maintained and/or delivered in a secure manner that ensures only the designated traveler(s) will be able to use them. The contractor shall have the capability to issue emergency travel tickets and to provide other travel services with four (4) hours of a request from the District. The contractor shall have and use a method or methods for negotiating travel fares, ground travel rates, etc. The contractor shall provide District travelers with advance seat assignment, advance boarding passes and last seat availability whenever available.
