Specifications include, but are not limited to: Scope of Work The selected consultant will work closely with county staff to advocate at the Oregon State Legislature on key county legislative priorities. The work will include, but is not limited to: • Represent the county on policy and fiscal issues in front of the Oregon Legislature and the Executive branch, including State agencies, relating to the county courthouse project (if not yet funded), I-205 and tolling projects, and H3S issues. • Advocate to secure state funding for the county courthouse replacement project. • Advocate to secure state funding for ODOT’s I-205 bottleneck project. • Advance H3S priorities and positions, developing advocacy strategies for policy and funding success. • Monitor activity and prepare reviews for PGA and internal subject-matter experts on proposed legislative changes and the status of pending legislation that may impact county priorities. • Engage in regular communication and visits with members of the legislature, legislative staff, fiscal and revenues offices, and the executive branch including the governor’s office and state agencies on behalf of the county. • Schedule meetings with legislative offices and participate in those meetings, providing support to county staff as needed or requested by the county. • Testify and/or support county staff in testifying before committees to promote, oppose, and seek passage of relevant legislation. • Proactively advise and strategize with PGA & H3S leadership and designated staff about relevant policy and financial issues and discussions occurring with legislators and/or key partners. • Work and partner with legislative staff from Multnomah and Washington counties, and other regional partners, toward assuring regional alignment on H3S legislation. • Work with appropriate partners, including state/regional associations and coalitions, on areas of mutual interest or concern pertaining to the county courthouse project (if not yet funded), I-205 and tolling projects, and H3S issues.
