Specifications include, but are not limited to: Claims Management Manage the workers’ compensation claims of selected employees as identified by the City (up to a maximum of 25 employees at any one time). Participate in telephonic claims staffing meetings with selected MCO as requested. Provide consultation services as requested. Hearing Representation The offeror shall attend Industrial Commission hearings and submit summaries of the proceedings for those claims managed by the offeror (see above) or upon request by the City. Rates Analysis and Projection The offeror will prepare an annual Merit Rate Verification report based on the city’s merit rate issued by the Ohio Bureau of Workers’ Compensation (BWC). The report shall: Explain the formula used to develop the city’s rate. Calculate and verify the accuracy of the city’s rate. Discuss any changes in the formula from previous years and how the city’s premium will be impacted. Recommend how the city’s premium or merit rate can be reduced. Prepare a report of claims that will impact the city’s rate that will include the department or division where the employee was working at the time of injury, the claimant’s name, the claim number, amount of compensation, medical payments and reserves properly charged to each claim. Prepare monthly loss reports based on the city’s claims and the updated claims information provided the BWC. Prepare annual loss reports detailing claims history and summarizing the city’s losses. Prepare ad hoc reports, as requested. The offeror will be responsible for verifying claims costs and payroll data used by BWC in the calculation of the City’s premium rates and premium installment payments for policy years beginning January 1, 2020, 2021 and 2022. Upon request, the offeror shall provide a report allocating the city’s current workers’ compensation premium to each department, as appropriate, using the same merit rate formula as applied to the city as a whole. The procedure shall assign a penalty, average or credit rate modification to each division or department based on the payroll, the loss experience and the maximum liability of each division or department. The offeror shall prepare a quarterly report analyzing and projecting the expected savings incurred from all protests, handicaps, lump sum settlements, subrogations, and participation in the BWC’s retrospective rating reduction programs or other BWC Cost savings programs offered. The offeror shall prepare an annual report with an analysis of the liabilities and risk and a recommendation for whether or not the city should participate in a self-insured or other BWC state fund rating plans available. Provide consultation services as requested. Meetings and Presentations Participate in quarterly account meetings with selected MCO to review performance and collaborate on cost control strategies. Upon request, prepare presentation and attend meeting with the Human Resource Director and City stakeholders to discuss City’s Workers’ Compensation program. Specialized Reports Research and report on various workers’ compensation issues, as requested Review Retrospective Program history and payable reserves Prepare and discuss premium projection reports Upon request, provide loss history and claims analysis report On a quarterly basis, provide a report of claims for lump sum settlement review and analysis Collaborate with City’s Employee Benefits and Wellness Consultant to prepare annual reserve analysis report Upon request, provide a report of claims by last type of compensation paid (e.g., TT, WL, PTD) in Excel format The offeror will examine and verify the city’s accumulated payroll and report on the expected loss totals Upon request by the City, the offeror shall provide secured online access to claims data for the purposes of financial impact and claims trends. Offeror will have the ability to interface with and/or compatibility with City’s accident reporting software Maintain accurate records Prepare monthly and ad hoc reports as requested
