Specifications include, but are not limited to: Pace is soliciting this invitation for bid (IFB) from experienced and licensed petroleum equipment contractors that will be responsible for, but not limited to perform compliance testing of various UST containment sumps, transition sumps, under dispenser containment (UDC) sumps, spill containment manholes (aka “spill buckets”), the inspection of overfill prevention valve equipment, the testing and verification of functionality for existing positive fueling shutdown systems and any other necessary testing work not described in this solicitation that is associated with the UST systems to maintain their current state of compliance with state and federal EPA regulations. The scope of work also includes an initial assessment (prior to the performance of any testing) of UST and UDC piping sumps for testability as well as an initial inspection of spill buckets. All work performed must comply with all applicable rules and regulations of the Illinois Office of the State Fire Marshal (OSFM), and both the U.S. and Illinois EPA. It is also important to note that the Contractor shall also be responsible for the re-testing of failed equipment. If after performing an initial test on the containment sump, spill bucket or overfill prevention valve equipment that results in a test failure, the Contractor shall also provide re-testing services of this equipment (after repairs or equipment replacement has occurred and as further detailed in this specification). Retesting shall also comply with all applicable rules and regulations of the Illinois OSFM, and both the U.S. and Illinois EPA. Testing will be performed at all ten (10) Pace locations. The containment sump testing for UST, UDC and transition sump locations required under this scope of work is associated with diesel and unleaded gasoline (one location) pressure piping systems and with suction piping systems on fresh motor oil, automatic transmission fluid (ATF) and unleaded gasoline (one location). Except for one location where one (1) transition sump is comprised of stainless steel, the UST, UDC and transition sumps are constructed of single-wall fiberglass reinforced plastic (FRP) and single-wall high-density polyethylene plastic (HDPE). At several of the Pace garages, diesel fueling operations are performed inside with the diesel fuel dispenser UDC sumps located inside the garage. Overfill prevention valves are equipped on all of the diesel, unleaded, fresh oil and ATF USTs that range anywhere from four (4) foot to ten (10) foot in diameter. Spill buckets consist of both grade level and below grade level designs and are sized from five to fifteen-gallon spill capacity. The positive fuel shutdown functionality system testing required under this scope of work is associated with two (2) locations for diesel fuel pressure systems and one location with a fresh motor oil UST and ATF UST suction pumping systems.
