Specifications include, but are not limited to: The Department is contracting for a Chief Financial Examiner (Chief) to perform such services as necessary to supervise, manage, direct and conduct financial examinations of insurers as required under the Kentucky Revised Statutes and by the NAIC Accreditation Program. The financial examinations are part of the review of the financial stability of insurers that are authorized to transact the business of insurance in the Commonwealth of Kentucky. The Vendor shall assist the Division of Financial Standards and Examination Director (Division Director) with overseeing and supervising the financial examination staff. The Vendor will be responsible for overseeing the financial examinations conducted of insurers in accordance with the standards and guidelines established by the Department and the NAIC. Duties include scheduling examinations, assigning examiners, reviewing examination work papers and reports, overseeing appropriate procedures and adherence to statutory accounting principles, facilitating resolutions of difficult examination issues, and ensuring compliance with all NAIC accreditation and statutory guidelines. The Chief Financial Examiner and the Chief Financial Analyst will determine assigned companies to the Financial Analysts, Financial Examiners and Financial Analyst/Examiners In-Training. In addition, the Vendor is responsible for keeping the Commissioner of the Department and the Division Director apprised of all significant examination issues and of all material adverse findings. When conducting an examination the Vendor’s duties include the examination of the affairs, transactions, business, accounts, records, documents, and files of insurers or other entities regulated by the Department and authorized to transact business in the Commonwealth of Kentucky. The examinations shall be conducted in accordance with the standards and guidelines established by the NAIC, and as required under the Kentucky Revised Statutes.
