Specifications include, but are not limited to: The Department is contracting for a Chief Financial Analyst (Chief) to perform such services as necessary to supervise and manage the analysis of insurer financial statements and associated documents and to conduct financial analysis in accordance with the Kentucky Revised Statutes and the standards and guidelines established by the Department and the NAIC. Financial analysis is part of the review of the financial stability of insurers authorized to transact the business of insurance in the Commonwealth of Kentucky to ensure that the companies are of sufficient financial soundness to fulfill their obligations to policyholders. The Vendor shall assist the Director with overseeing and supervising the financial analysis staff. The Vendor is responsible for coordinating training and continuing education related to financial analysts’ activities. Duties also include assisting the Director with establishing schedules related to analysis and other projects, reviewing quarterly and annual statement analysis, overseeing appropriate procedures and adherence to statutory accounting principles, facilitating resolutions of difficult analysis issues, and ensuring compliance with all NAIC accreditation and statutory guidelines. The Chief Financial Analyst and the Chief Financial Examiner will determine assigned companies to the Financial Analysts, Financial Examiners and Financial Analyst/Examiners In-Training. In addition, the Vendor is responsible for keeping the Chief Financial Examiner and the Division of Financial Standards and Examination Director (Division Director) apprised of all significant analysis issues and material adverse findings.
