Specifications include, but are not limited to: Services include the weekly curbside collection of municipal trash and recyclables from 5,166 residences within the Westminster corporate limits at present; however, that figure will be adjusted monthly to account for any newly constructed residences. A list of all residences and addresses to receive service will be provided to the successful bidder. The Contractor will be reimbursed for actual quantities of material disposed and recycled on a monthly basis. The contract term is three fiscal years: Fiscal Year 2025, Fiscal Year 2026, and Fiscal Year 2027, beginning on July 1, 2024 and ending on June 30, 2027. Refuse and recycling collection is time restricted and must occur between the hours of 7 a.m. and 5 p.m., Monday through Friday. Refuse and recycling collection is interrupted on the following City-observed holidays: New Years’ Day, Independence Day, Memorial Day, Labor Day, Thanksgiving Day, and Christmas Day. If a collection day falls on an observed holiday, the collection must be made up the following day. Additionally, the Contractor is responsible for providing a quarterly mailer to encourage recycling and to advise residents of recycling program requirements. Said mailer is subject to approval by the City. The Contractor is expected to provide collection services from City-owned facilities at no additional cost. A list of these facilities and their street address is provided in Exhibit A. The Contractor will provide a recycling bin for each residence of 2.4 cubic feet or 18 gallons in size or larger at its own expense. Additionally, bins shall be provided to the City-owned buildings identified in Exhibit A. The Contractor is responsible the replacement of lost or damaged bins for the term of the Contract. The Contractor will be reimbursed for actual disposal costs incurred at a landfill approved by the City.
