Specifications include, but are not limited to: During the Lower Columbia River Estuary white sturgeon tagging project, up to four (4) vessels will be contracted. Offeror agrees to furnish an approved vessel, labor, operating supplies, a 7 ¾- 9-inch mesh gillnet in good condition and a minimum of 150 fathoms in length, and other equipment necessary to perform the service of gillnetting for white sturgeon in the lower Columbia River estuary area below Wauna power lines (RM 40). Agency staff will determine the general area to fish. Agency employees will handle and tag the sturgeon on board once they are removed from the net by the fisher. Assistance will not be provided to the fisher in capturing and removing the sturgeon from the net. This tagging effort provides a key component necessary to estimate the white sturgeon abundance and contributes to the sound management of the population as well as to a greater understanding of the distribution, migration and growth of lower Columbia River white sturgeon. Fishing operations will be conducted after the date of last signature through June 30, 2024. The days and dates on which fishing will be done shall be subject to determination by the Agency within the following limitations: The number of days fished will be a minimum of 15 and a maximum of 20 days. Up to four (4) Contracts will be issued for tagging activities in the estuary area below Wauna power lines (RM 40). The Agency will attempt to avoid scheduling conflicts with mainstem Columbia River commercial fishing seasons, but the Offeror understands this may not always be possible. Due to the frequency of Select Area commercial fisheries, the Department is not able to consider these fisheries when scheduling test fishing activities. Other staffing or fishery conflicts may reduce days fished from the maximum. A fishing day will consist of at least three (3) sets made in accordance with normal fishing practices or a fishing day may be reduced to two (2) sets if a minimum of 50 white sturgeon are newly tagged in a day. Sets shall have soak times of 45-60 minutes in duration from the start of the layout time (first mesh in the water) to the start of the pick time (first mesh out of the water). Sets and soak times may be reduced at the discretion of Agency staff to ensure healthy capture condition of fish, safety of staff, or other safety considerations. If shorter sets are directed by Agency staff, a fishing day will consist of the equivalent of 2.5 hours of total combined soak time or a minimum of 50 white sturgeon newly tagged in the day. As a last resort, fish may need to be released without tagging to ensure healthy release condition of fish and other safety considerations. Tagging may occur in different locations of the estuary to be determined by Agency staff to accurately reflect the distribution of white sturgeon throughout the estuary. Offeror will monitor VHF channels 13 and 16 for bridge-to-bridge communications and to receive U.S. Coast Guard notices to mariners. Offeror agrees to obey the directions of authorized representatives of any property owners when parking vehicles or trailers and mooring boats for this test fishing activity. The contract does not provide or guarantee any use of parking space (vehicle or trailer), storage, or boat moorage including at the Tongue Point Job Corp facility including piers and docks or any other private property. During all test fishing activity, the Offeror hereby assumes full responsibility for moorage, operation, maintenance and repair of the boat, net, and all equipment furnished by the Contractor. During all test fishing activity, fish caught, dead or alive, shall remain the property of the State of Oregon. In as much as live fish shall be returned to the river in the best condition possible, careful handling and care of the fish is of great importance. Contractor agrees to obey the directions of authorized representatives of the Department concerning the handling and care of fish.
