Specifications include, but are not limited to: The City of Roswell Office of Emergency Management will be the administrative agent for the plan. The planning process and the finalized THIRA/SPR will follow the steps outlined, and be in compliance with FEMA’s Comprehensive Preparedness Guide (CPG) 201, 3 rd Edition. All data created for the planning and development of the THIRA/SPR becomes property of City of Roswell. Vendor shall provide to the OEM a final product known as the City of Roswell/Chaves County THIRA/SPR. The THIRA/SPR shall encompass all territory within the bounds of Chaves County regardless of political entities therein. The Contractor will be responsible for the following activities: 1. Identify Threats and Hazards of Concern (to include natural hazards, technological hazards and human caused incidents); 2. Give Threats and Hazards Context (to include estimation of impacts); 3. Establish Capability Targets; 4. Assess Capabilities; 5. Identify and Address Gaps; 6. Describe Impacts of Funding Sources; The contractor will facilitate all planning meetings during the planning process (to include creation of agendas/minutes and documentation of participant attendance), work with individual stakeholders in gathering pertinent information, identify data requirements, conduct research, develop and facilitate the public input process, document the planning process, produce the draft and final plan document in Microsoft Word format. The expected end product will be a newly developed THIRA/SPR that meets all provisions of FEMA’s Comprehensive Preparedness Guide (CPG) 201, 3rd Edition. Work shall be completed as set forth in a contract for this project to be negotiated with the City of Roswell.
