Specifications include, but are not limited to: The Niles Housing Commission of Niles, Michigan requests proposals from qualified legal firms to provide services in all legal matters. NHC is looking for a firm with experience in the following areas of legal services: housing development and management; real property laws and codes, Michigan state public employer labor and employment law and federal subsidy programs (i.e. Public housing programs). The NHC encourages submission from legal firms that are certified as Minority and Women Business Enterprises and Section 3 certified firms. The attorney or firm selected should at a minimum be able to provide the following services: 1. Attendance and guidance during any or all Board of Commissioners meetings (regular or special) and other meetings as requested, and supervision, as to legality of the official minutes of the NHC. 2. Serve as General Counsel to the Board counsel and represent the Board in any legal matters; 3. Advise the Board of Commissioners regarding all matters of a legal nature, including but not limited to the Board's powers, duties and responsibilities, legal methods, and procedures; 4. All legal work necessary in connection with the solicitation and award of the Management services contract and/or contracts currently required by HUD, including the completion and review of all resolutions and forms necessary. 5. Drafting, review and/or approval of all legal documents, papers, contracts, agreements, certifications, resolutions, specifications, bonds, waivers, and such other legal drafting including all payments thereunder as may be required.
