The Intermediary Organization will: ● Play a key role in supporting subcontracted family child care providers and single-site center-based programs by bringing cultural and community expertise to their relationships, communication, and contracts with providers. ● Hold subcontracts with and support family child care providers and single-site center-based PFA Providers. ● Provide small business support services to the PFA subcontracted providers. The scope of services is focused on subcontracting development, monitoring and support; small business support, consultation, and training; and collaboration with PEL and other PFA key partners. The Intermediary Organization will work closely with subcontracted PFA Pilot Providers on contract management and compliance, invoicing, systems navigation, and business development and growth. This scope of work does not include the selection of Preschool for All Providers or Sites. Providers will be selected by PEL through a separate process. The Intermediary Organization will work closely with the Preschool & Early Learning Division (PEL) to understand and refine the responsibilities of the Intermediary Organization. As Preschool for All grows, the role of the Intermediary Organization will shift to meet the needs of PFA Providers. This includes getting subcontracted providers ready to hold County contracts. This will require flexibility, and the Intermediary Organization should expect ongoing changes as part of the learning and planning process of the early implementation of the Preschool for All initiative.
