Specifications include, but are not limited to: 2.1 General Support for Pavement Management System (PMS) Database: Engineering configuration and analysis such as: • Pavement Condition data import and tables populations. • Linear Referencing Systems Interface maintenance and synchronization. • Investigate and update roads and highways interface services to extract additional and appropriate inventory data for use in the PMS. • Review Network Master calculation process to ensure inclusion of all routes and route classes. • Review Sectioning Rules. • Other needed configuration and analysis that might arise to enhance the functions of PMS. 2.2 Revision of Decision-Making Framework and Guidelines for Analysis • Treatment and decision tree configuration. • Pavement types evaluation. • Report development specific to scenario analysis. • Scenario development support. • Incorporate NMDOT State Transportation Implementation Plan (STIP) data into Master Work Plan for analysis purposes. • Provide support NMDOT Transportation Asset Management Plan (TAMP) analysis. 2.3 Update Models, Treatments and Decision Trees • Performance Model development and updates. • Historical performance data analysis. • Update decision trees to incorporate current best practice. • Evaluate and update Performance Model relationship with decision trees. • Model updates based on validation results. • Update treatments and decision trees (incorporate model updates and current best practice). • Review Benefit/Cost (B/C) weight factors. • Review and update treatment improvements. • Perform design analyses to support paving and maintenance activities.
