Specifications include, but are not limited to: The resident assignment optimization system analyzed must at minimum consider the following criteria when assigning a resident to a facility: a. General Assignment Factors: these factors include but are not limited to risk level of resident, physical and mental health status, age, gang affiliation, type of crime, and sentence duration. b. Available Beds: to properly utilize bed space, a minimum number of residents should be assigned to each facility. c. Resident Separations: system must take previous resident-to-resident and resident-to-staff conflicts into account when making an assignment d. Specialized Housing: eligibility of residents assigned to specialized housing units must be considered during assignment. e. Resident Subpopulations: resident subpopulations must be taken into account when assigning facilities in order to keep populations balanced to lessen the impact on management and security of the facility and resident population. f. Criminogenic Needs and Treatment Factors: factors that indicate the need for interventions or treatment related to substance misuse, criminal attitudes, employment and education, and relationships, among others.
