Specifications include, but are not limited to: The State of Wisconsin (State), Consolidated Agency Purchasing Services (CAPS) on behalf of the Wisconsin Department of Veterans Affairs (WDVA), requests Bids for refrigerated trucking services from the Wisconsin Veterans Home at King (WVH-K) and the Wisconsin Veterans Home at Union Grove (WVH-UG). This service shall be used to transport food and supplies between WVH-K and WVH-UG. Meals for the residents at WVH-UG are prepared by WVH-K staff in a cook-chill food operation. These meals shall be transported by refrigerated truck approximately one hundred-fifty (150) miles, from King to Union Grove. In addition, the pharmacy at WVH-K provides medications for WVH-UG. These medications shall be transported in sealed and locked containers and will accompany the meals. WDVA does not guarantee it will purchase any specific quantity or dollar amount. Bids that require a minimum quantity of commodities or services to be ordered shall be rejected. There shall be no guarantee to purchase any specific quantity or pay any minimum Contract cost during the term of the Contract. 3.1.1 The Contractor shall transport a refrigerated load that measures to a minimum of twenty-six feet (26’) long with a weight that is not greater than six thousand pounds (6,000 lbs). 3.1.2 The refrigerated load shall consist of transport carts that contain the cook-chilled food. A maximum load shall contain ten (10) separate transport carts measured in inches as (Width X Depth X Height) consisting of the following: six (6) carts at (30” X 30” X 72”), two (2) carts at (22” X 27” X 82”) and two (2) carts at (25” X 39” X 53”). The transport carts are supplied by WDVA. 3.1.3 Contractor shall report to the program area contacts at WVH – K and WVH – UG any damage that occurs to transport carts while in Contractor care. 3.1.4 The delivery truck shall have a separate single refrigerated compartment that shall maintain adequate temperature control for food requiring temperature control for safety (32°F, plus or minus 2°F) when transporting the load. Protection shall be provided to avoid freezing of Commodities not normally held in that condition. 3.1.5 Contractor shall be responsible for sanitary conditions during transport and shall ensure no adulteration or contamination of food items by non-food items that may be concurrently transported with the delivery, adhering to safety and sanitary codes as required by State and federal codes. 3.1.6 The Contractor shall return and deliver emptied transport carts from WVH-UG to WVH-K (rear loading dock #2 located on the northeast side of Central Service Building) four (4) times each week during the timeframes provided in the daily delivery schedule on Attachment A: Cost Sheet.
