Specifications include, but are not limited to: The Department of Health and Senior Services (DHSS) requires contracts to provide follow-up screenings for newborns, infants, and children who are, or have been, identified as having abnormal newborn screening results for cystic fibrosis. The follow-up screenings ensure that either a repeat or confirmation screening is completed, to help reduce morbidity and mortality of cystic fibrosis in newborns, infants, and children, which help identify patients who should be referred to an accredited Cystic Fibrosis Care Center. Children’s Mercy Hospital, St. Louis University, and Washington University are the only cystic foundation centers affiliated with the state’s medical schools and are the only organizations known in Missouri to have the medical expertise, infrastructure, equipment, capability, and experience necessary to provide the Newborn Cystic Fibrosis Screening Service required by the contract’s scope of work. As a result, this represents a proprietary requirement that meets the criteria as a single feasible source under section 34.044 RSMo.
