Specifications include, but are not limited to: The successful proposal will outline the development and facilitation of a one-day full-scale exercise that encompasses multiple venues, agencies, and response timeframes. The scenario will involve a hazardous materials release that necessitates the mitigation of the leak, evacuation of threatened populations, establishment of an evacuation center, and communications/ notifications with partner agencies, the public, and businesses in the area. The exercise shall engage and test all functional aspects of establishing an incident command post in the field, opening of an evacuation center, transportation of a representative group for the population at risk and the potential for activating the citywide incident command post. The exercise will test the application of Incident Command System (ICS) tenets and processes. The exercise shall adhere to all National Incident Management System (NIMS) principles and objectives as well as follow the Homeland Security Exercise and Evaluation Program (HSEEP) steps and documentation requirements, to include plan documentation, handouts, evaluation guides, and participant feedback forms. The City of Savannah will provide personnel for the exercise planning team for the development stages and personnel for exercise evaluation and facilitation. The Emergency Management Director for Savannah will serve as exercise director. The successful proposer will provide personnel to the planning team as well as exercise controllers and evaluators on the exercise day.
