The Kansas Corporation Commission is seeking competitive proposals for audit services of the Kansas Universal Service Fund (KUSF), which provides funding for four statutorily required programs: (1) the high-cost universal service fund; (2) the Kansas Lifeline Service Program (KLSP or Lifeline); (3) the Telecommunications Access Program (TAP); and (4) Dual-Party Telecommunications Relay Service Program (DPRS). Expenses for the day-to-day administration of the KUSF, audits of providers required to report and/or contribute to the KUSF, and third-party audits of the KUSF financial records and the Agreed-Upon Procedures (AUP) review of the KUSF Administrator are also paid for from the KUSF. Disbursements occur through monthly payments to carriers and the Program administrators.
