Specifications include, but are not limited to: A. The Contractor shall be familiar with the Potomac Center/SETT facilities and how the existing conditions at the facilities will affect their work. i. The Potomac Center and SETT are residential care facilities for individuals with intellectual disabilities who may have co-occurring mental disorders. The work area must be safe at all times. Vehicles, equipment, tools, and materials must be secure from residents at all times. ii. The Potomac Center and SETT are not responsible for any damages to or theft of tools, equipment, materials, or vehicles that are not properly stored and/or secured from residents. iii. As a State of Maryland property, smoking is prohibited on grounds. iv. The Contractor may not take any photographs or videos inside of the campus or of the premises. B. The Contractor shall ensure that all groundskeeping services are provided by trained and, as applicable, licensed personnel using current acceptable industry practices. The Contractor will provide staff able to perform work at the highest standards of horticultural practice. The State reserves the right to demand the replacement of Contractor’s staff who do not meet the owner’s standards for safety, professionalism, or horticultural knowledge. i. See Section V, Minimum Qualifications and Mandatory Requirements. C. The Contractor shall be responsible for training and safety precautions for Contractor personnel performing work under this Contract; Occupational Safety and Health Administration (OSHA) standards shall be observed by the Contractor and their personnel during all work performed. i. The Contractor shall ensure that the appropriate safety equipment is used by any of their personnel providing services under this contract, as prescribed by OSHA standards. This shall include: hard hats, safety shoes/boots, safety glasses/goggles, and hearing protection devices. ii. The following OSHA and National Fire Protection Association (NFPA) standards and/or codes shall be adhered to at all times: a) NFPA 10-1998: Standard for Portable Fire Extinguishers. b) OSHA 29 CFR 1910: Safety and Health Regulations for Personal Protection, Safety Color code, Portable Power Tools, Electrical Safety, and Portable Electrical Equipment. c) NFPA 241: Site and Building Access – Maintain free and unobstructed access to facility emergency services and for fire, police, and other emergency response forces. D. The Contractor shall perform all work in a manner that maintains the original intent of the landscape design. The Contractor shall replace, at no additional cost to the State, any turf or plant materials damaged as a result of improper maintenance attention or procedures. i. Replacement material shall be of the same size and variety as the dead or damaged material. ii. The Contractor must replace plant material within two weeks of identification of damage. Alternatives to size, variety and scheduling of replacement only by written permission of the Contract Monitor or designated representative. E. The Contractor shall employ at least three (3) personnel, at minimum, and include one (1) supervisor who is fluent in spoken and written English to supervise services on-site during working hours. i. The Contractor must notify the Contract Monitor or designated representative when the Contractor’s supervisor will be on vacation or other leave of absence and who will serve as a substitute. ii. The Contractor must provide the Contract Monitor with an emergency contact list identifying the names, positions held, and contact information of personnel performing work under the Contract. iii. The Contractor must provide employees with proper initial, on-site, or sitespecific and annual in-service training. Training must be done in a manner that respects any unique needs of the employee, such as limited English proficiency, physical challenges, or learning disabilities. F. The Contractor shall provide all services during normal work hours. i. For the purposes of this Contract, normal work hours shall be Monday through Friday, 8:00am until 4:30pm EST. ii. Any exception to the normal work hours for services described above must be requested and approved in advance by the Contract Monitor. a) Services performed outside of normal working hours without prior approval will not be reimbursed by the State.
