Specifications include, but are not limited to: There are multiple gaps in the current system of support for individuals with complex behavioral health needs and I/DD. Projects will address one or more of the areas listed below: A. Education and Training: a. Individuals and Families – The project would focus on increasing knowledge about how to recognize the signs that someone might have behavioral health needs and how individuals living with I/DD and co-occurring diagnoses can access appropriate treatment. i. Bidder shall propose a plan to address crisis training and educational gaps in current I/DD/behavioral health systems. b. IDD Providers – The project would support professionals who work in the field of I/DD and behavioral health to develop advanced knowledge and skills to support people with co-occurring diagnoses. i. Bidder shall develop a plan for the provider, including a training system for CDDO staff and affiliates on best practices in crisis prevention and intervention for people with I/DD and cooccurring diagnoses. c. Statewide 988 Crisis Response Training i. Bidder shall develop a plan to formalize 988 training and best practices for crisis response for individuals living with I/DD and co-occurring diagnoses. d. Statewide Crisis Response Training i. Bidder shall provide a plan for consultation and recommendation for program implementation. ii. Bidder shall propose a standardized system of cross-training between I/DD, Mental health, Substance Use treatment, law enforcement, and other systems. e. Included in All Training Plans: i. Bidders' training plan shall include a framework other than “emergency or crisis.” Need for meaningful plans that stabilize and support individuals rather than short‐term interventions. ii. The proposed crisis plan shall minimize the use of law enforcement response when necessary. iii. Bidder shall propose a training plan that incorporates trauma-informed person-centered planning to mitigate the need for crisis response. Including de-escalation tactics and evidence-based practices. B. Quality of care: a. Improving Quality of Care in Services to People with Co-occurring Diagnosis: The project would create models to improve the quality of care by ensuring patients with co-occurring diagnoses are involved in the care they receive and receive the care when they need it. i. Bidder shall propose a research-based model of care to be implemented statewide across the I/DD landscape. ii. Proposal shall outline a roadmap for increased utilization of community resources to minimize the need for a higher level of care, which includes hospitalization and or law enforcement intervention...
