Specifications include, but are not limited to: Task #1: Development of Resident Board Policies and Procedures The consultant will develop and draft policies, procedures, and forms for the Resident Oversight Board. The procedures, policies, and forms will include, but are not limited to: • Intake processes to receive and respond to internal and external misconduct complaints. • Delineate investigative policies about how and by whom misconduct complaints are investigated. • Delineate procedures for case review, presentation, and findings. • Establish the metrics used for annual reporting. • Establish criteria for Resident Oversight Board Members qualification and selection. Task #2: Training of Town Staff and Oversight Board Members Use a train the trainer model to train Town staff and initial board members. • Assess the tasks and functions that the Resident Oversight Board Members will perform and determine the skill sets and expertise required. Train the Resident Oversight Board Members so they can perform the tasks effectively. Examples include but are not limited to: o Educate Resident Oversight Board members on local, state, and federal laws such as public records, public meetings, confidentiality requirements, and conflict of interest. o Educate Resident Oversight Board members on a wide variety of police practices and procedures, including, but not limited to the following: patrol; rules of conduct; traffic stops; procedures for detention, arrest, booking, transport, and provision of medical care for arrestees; use of force guidelines including defensive tactics, takedown and pain compliance maneuvers, handcuffing techniques, use of batons, less-lethal weapons, or restraint devices, and use of firearms o Educate Resident Oversight Board members on case law on traffic stops and detentions, search and seizure, the rights of an arrestee, and the definition of excessive force; and steps in the criminal justice process including arrest, booking, arraignment, bail, hearings, and trial. o Educate Resident Oversight Board Members on police interactions with historically disenfranchised and marginalized communities, such as but not limited to members of the Black Indigenous People of Color (BIPOC) community, persons with mental illness, the LGBTQ community, homeless individuals, and persons with disabilities. • Provide the Town with policies and procedures and a training manual for future use. • Work with Town staff to identify any other training needs not delineated above. Task #3: Presentation of Findings, Recommendations and Deliverables The consultant will prepare a report and enclose copies of all policies and forms created. The Consultant will present summary of training efforts as well as the policies, forms, other supporting materials and a training manual to Town Council, the Town Manager, Town staff and the Community Safety Social Justice Committee. The report and manual should include but not be limited to the following: • Intake forms, policies, procedures and other forms • The training manual • The methodology used to train staff and Board members • Future staffing and resource recommendations • Future recommendations for Board training and professional development.
