Develop culturally responsive prevention, early intervention, family preservation and restorative services for African American and African heritage children and youth in Minnesota. In order to provide these services to children, youth and families in Minnesota, the STATE seeks to enter into grant agreements with individual or agency community-based service provider(s) that meet the requirements set up by the Responder that provide training of evidence-based and culturally responsive program(s). For example, to offer a service such as Motivational Interviewing, a professional must meet the certification requirements of the respective practice model or framework they are proposing to use in their proposed service program. The service model used by Responders can be an evidence-based or non-evidence-based model. However, any model that is being used should be culturally responsive. (See clause 1.3. of this RFP). Successful Proposals will include a plan for family engagement, as needed, to address safety and/or well-being needs related to children and youth’s involvement in child welfare, trauma and as contributing to parent-child relationships and other family dynamics which could contribute to the potential risk of child abuse, child welfare involvement or out-of-home placement. By offering in-home and/or community-based services to children and families, the goal is to improve equity and access. Connecting families to culturally responsive and affirming services through partnership and community engagement will better meet their unique cultural and family needs.
