Specifications include, but are not limited to: • Indoor and outdoor learning spaces for large student groups for environmental and cultural education. • Ceremonial and cultural spaces that are welcoming and informed through consultation with Tribal Governments. • A site that encompasses regenerative design for both function and appearance, where the built environment is in harmony with the natural environment. • A marina that will meet the needs of the City and Partners to provide motorized access to the Mississippi River. • A National Park Service and Mississippi Park Connection headquarters that will meet the operational needs of these partner organizations including providing office space, storage, and a maintenance facility for park-related supplies and equipment. • Site planning and circulation design for visitor and recreational use including hiking, walking, running, biking, snow shoeing, cross country skiing, etc. • ADA Accessible access from above the bluff to the river. • Non-motorized boat access that is protected from the marina where children, adults, and large groups can safely access the water. • Indoor and outdoor spaces for partners and communities to convene groups. • Feasibility of a public welcome space with interpretive exhibits that orients visitors to the Mississippi RLC and Mississippi National River and Recreation Area (MNRRA). • Restoration of the aquatic and floodplain area to create a regenerative landscape, potentially including work with the U.S. Army Corps of Engineer’s Navigation and Ecosystem Sustainability (NESP) Program for which the Mississippi RLC is an applicant. • Feasibility of a café or other concessionaire amenities on site.
