Specifications include, but are not limited to: The Town of New Milford (Town) seeks the services of a professional environmental engineering consulting firm licensed in the State of Connecticut with LEPs with environmental assessment, investigation and inspection experience to provide property environmental assessment and site inspection services to determine the environmental and structural conditon of the land and building remains for the Hidden Treasures property on West Street in New Milford, CT . The project goal is to to determine the environmental and structural condition of the property as part of an overall plan which include a public park, restoration of the Ruggles/Stilson Mills and Hydro-electric Plant and identification of the earliest mills directly accessible to the Village of New Milford and what, if any, remediation efforts will be required as part of the overall plan to establish a park in the Town of New Milford and to provide property environmental assessment and site inspection services to determine the environmental and structural conditions of the land and building remains.. A. To conduct Phase I, II and III Environmental Site Assessments of the Hidden Treasures Property as described in this RFP. All work shall be completed and overseen by a Licensed Environmental Professional. The site assessments will include a hazardous building materials survey, including asbestos, lead and other suspect Hazardous Building Materials Survey and a Structural Analysis. B. The selected firm is responsible for project coordination including meetings with Town representatives and preparation of minutes. C. Development of preliminary workplan, including identifying services required of Town staff. D. Review of Town records including but not limited to DPW files, Town Clerk land records, historic documents, and State of Connecticut Department of Energy and Environmental Protection files. E. All necessary field work and site surveys. F. Identification of Areas of Concern (AOCs). G. Preparation and submission of a site sampling plan. Prior to implementing the sampling plan, the consultant shall meet with the Town and agree upon the sampling plan and proposed cost. H. Sampling plan implementation. I. Structural analysis of building and above ground tank remains J. Preparation and submission of the final report. The final report shall include Remedial Action Plan (RAP) including cost estimates to complete the work.
