Specifications include, but are not limited to: 3.1. Mobilization and Site Preparation: − Mobilize necessary ANTHC personnel, ANTHC equipment, and ANTHC materials to the designated staging area. 3.2. Barge Transportation and Logistics: − ANTHC is to mobilize necessary ANTHC equipment, and ANTHC materials to the designated staging area located on the beach. − Contractor is to ensure compliance with maritime regulations and safety protocol during transportation activities. − Contractor shall provide a minimum 150’ barge to be used as a work platform for ANTHC material, equipment, and crew for the final assembly of an 8” HDPE outfall. − The barge will need to support the required materials, along with ANTHC equipment, which will include a CAT 320 Excavator, a John Deere 75G mini excavator, pipe fusion equipment, a generator, and a job box of tools, as well as 4 to 6 ANTHC personnel / work crew. − A functional dock is not available at the project location. Equipment and materials will be loaded onto the barge by ANTHC via the beach so the barge will need a ramp that lowers for loading. − Contractor shall facilitate efficient loading and unloading of materials and equipment onto barge. − Contractor is responsible for providing a skiff for transportation of ANTHC personnel from the shore to the barge working platform on a daily basis throughout the work period. − The barge is anticipated to be used for a duration not to exceed ten days depending on weather conditions. A work day will be defined as a 10-12-hour long day. The barge is expected to remain on location during the entire duration of the outfall construction. 3.3. Health, Safety, and Environmental (HSE) Compliance: − Contractor shall submit to ANTHC 2 weeks prior to start of work, a HSE plan to mitigate risks associated with offshore barge installation activities. This HSE must comply with applicable environmental and US Coast Guard regulations for offshore construction activities. ANTHC will review the HSE and provide comments if additional information or corrections are needed.
