Specifications include, but are not limited to: The scope of services for which fees and rates are requested is divided into three categories: General representation, Special projects, and Counsel & Litigation. These categories are more fully described below for clarification. The Firm will be required to provide a detailed, itemized billing for each category (including general representation), on a monthly basis. The successful firm must agree to be available upon reasonable request to meet with SEACOM Joint Powers Authority (JPA Board) and others as well as attend scheduled meetings as required in order to perform the responsibilities assigned. GENERAL REPRESENTATION (We estimate the time needed could be up to 10 hours per week, understanding this is a high figure) The Firm is expected to use its experience, expertise, and knowledge to assist SEACOM in protecting its interests: Attendance at regular SEACOM meetings, currently one every other month (6 meetings per year) – with each meeting beginning at 9:00 am until adjourned. Meetings are located at 1728 Paseo San Luis in Sierra Vista, Arizona. In person or via a Teams Meeting (link is provided). Consultation with SEACOM JPA Board members and staff via in person, telephone, and email during normal business hours (8:00am – 5:00pm AZ time). Review and/or draft contracts, resolutions, agreements, and other documents prior to SEACOM action. Providing legal opinion and guidance on general municipal law, human resources law, general state and federal law relating to municipal government, economic development law, property/real estate law, contract law, and other areas of law deemed pertinent to the operations of SEACOM. Providing a variety of proactive, high-quality, and timely legal opinions and/or advice to SEACOM JPA Board and Director. Becoming intimately familiar with the City of Sierra Vista's Ordinances, applicable State and Federal laws, and other applicable documents (such as the City’s Personnel Policies and Procedures). Representing SEACOM as their Attorney in legal matters. Developing alternative approaches to resolving legal problems. Reviewing and occasionally drafting documents as requested by the SEACOM JPA Board...
