Specifications include, but are not limited to: Network Environments The program currently operates within the Model Tribal System (MTS) in Production status, processing obligations, orders, and payment data daily. The MTS and all supporting applications are currently hosted in AWS. The program requires the vendor to provide support for the MTS and supporting applications utilizing AWS or an equivalent cloud service that meets all federal requirements (FedRamp compliant). The program requires the vendor to provide the following: • Work with CN IT staff in the configuration and maintenance of network access to all child support offices and their unique IP subnets. • Responsible for working with CN IT and Child Support staff to test, troubleshoot, and fix any issues associated with scheduled networking changes or additions made by CN IT staff. • Support in transitioning AWS support at contract startups and contract closeouts to ensure an orderly and seamless process at the end of each period of contract performance. This support must include the following: o Contractor’s transition of control to their AWS account or an alternative cloud-based architecture to support all products supported in CN OCSS MTS environments. o The proposed cloud platform must support the MTS host environments using the federal Office of Child Support Services (OCSS) recommended software and configuration. o Support ancillary child support application products for reports server and content management systems. o Provide for a seamless transition to the vendor’s platform at contract award without interruption to child support work environments and daily processes. Host environments The program requires the vendor to host AWS license-free to the CN OCSS and to provide resources experienced in utilizing the AWS cloud-based architecture to support daily tribal use of the MTS. In addition, the program requires the vendor to provide the following: ● MTS Production, Development, Test and Test2 Databases ● A dedicated reports server to generate custom reports from MTS ● A content management server that houses produced reports and provides secure path of communication between program and technical support staff to transfer any necessary data ● Daily support for Tribal end-users to access the MTS system using CN External VPN client ● Routine management and maintenance of all AWS resources Harman Software The program requires the vendor to acquire licensed access to provide the Harman software browser application at no cost to the program. The Harman browser application will be required until the federal OCSS completes the replacement of the MTS User Interface and when the User Interface has been fully tested in CN MTS production environments and the program provides written consent that Harman is no longer needed as a fallback for production failures.
