Specifications include, but are not limited to: 3.1 Strategic Plan 3.1.1 Lead the Justice Steering Committee in the development and adoption of a Strategic Plan. Building on previous work, the consultant will lead the Committee in developing a Strategic Plan that can be supported by all members. The Strategic Plan should align with the County’s overall Strategic Plan, Minnesota Judicial Branch Strategic Plan and the goals of the various organizations and Offices involved in the Justice Steering Committee, with specific focus on impacting recidivism. 3.2 Structure 3.2.1 As part of, or in addition to, the Strategic Plan work, the consultant will evaluate the current structure and make recommendations and build consensus with the Justice Steering Committee on a future structure for the best approach to address the following: 3.2.1.1 Allowing the Justice Steering Committee to focus on policy level discussions and decisions related to recidivism in order to facilitate the work of the Strategic Plan. 3.2.1.2 Membership and representation on the Justice Steering Committee based on best practices and needed expertise based on the Strategic Plan. 3.2.1.3 How existing outside committee work should tie back to Justice Steering and expectation for information sharing and coordination of initiatives (e.g. Community Corrections Advisory Board, Mental Health Local Advisory Council, Law Library Board, etc.). 3.2.1.4 Sub-committee structure and recommended member skills and expertise to address: 3.2.1.4.1 Data collection, analysis, and collection practices across the Criminal Justice System. 3.2.1.4.2 Best Practices/Innovations in the Criminal Justice System. 3.2.1.4.3 Behavioral health challenges within the system and new and emerging approaches to address this population. 3.2.1.4.4 Funding opportunities and sustainability of Justice Steering initiatives. 3.2.1.4.5 Operations and efficiency across the Criminal Justice System partners.
