Specifications include, but are not limited to: A. Must be located in the Albuquerque and/or Rio Rancho area. B. Must have capabilities to fully clean and repair all makes and models of firearms including rifles, shotguns, handguns and muzzleloaders. C. As requested, clean New Mexico Department of Game and Fish, Hunter Education Program (HEP) firearms and provide any maintenance and/or repairs as needed or required. D. Deactivate HEP firearms to be used for proficiency and/or demonstration firearms. a. Deactivation includes the removal of the firing pin and if applicable, milling a window into the breach-end of the barrel of all long guns. b. Following deactivation, long guns shall have a hole drilled into the stock so it can be readily identified that the firearm is inert and unable to be fired. c. A medallion, provided by HEP, will be placed on the butt-end of the stock and the same medallion number shall be etched into the barrel of all long guns. d. All handguns to be deactivated will have the firing pin removed. A HEP inventory number will be etched onto the frame of all handguns. e. Deactivation or destruction will be determined by the HEP and will be communicated to the vendor. E. Destroy firearms that have been deemed unusable or inoperable by the HEP. These firearms will be removed from HEP circulation, destroyed and removed from the HEP inventory. Vendor must have the capability to effectively destroy a firearm as per the guidelines established by the Alcohol, Tobacco and Firearms Bureau (ATF) (see established guidelines at, https://www.atf.gov/firearms/how-properly-destroyfirearms#:~:text=What%20are%20ATF's%20Acceptable%20Destruction%20Procedures%3F&text=Acceptable %20method%20of%20destruction%20is,are%20acceptable%20alternatives%20to%20shredding). a. Advise HEP of any firearms that must be removed from live fire activities due to safety concerns. b. All HEP live fire firearms shall have a medallion conveying a HEP inventory number that will be assigned to each and placed into the HEP inventory and the same medallion number shall be etched into the barrel of all live fire long guns. Live fire firearms will not have a hole drilled into the stock. c. Firearms deemed unsafe and unable to be repaired will be either deactivated by following procedures under section C. or destroyed following procedures outlined in section D.
