Specifications include, but are not limited to: 2.5.01 ELECTRICAL ENGINEERING Perform electrical engineering services including, but not limited to, project development, preliminary design, final design, and preparation of bid documents for City projects such as sewage pump stations and water pump stations, site lighting, structural lighting, and electrical system design; quality control review of design and bid documents by the City staff and other consultants; and consultation, analysis, calculations, reservoir seismic valve testing and evaluation, and report preparation. Provide construction period support services and specialty inspection services as requested. 2.5.02 ENVIRONMENTAL PERMIT SERVICES Provide professional services for environmental permitting with agencies such as the Corps of Engineers, National Marine Fisheries Service, US Fish & Wildlife, Oregon Division of State Lands, Oregon Department of Fish & Wildlife, Oregon Department of Environmental Quality. Services to include but not be limited to managing the permit application process, writing reports, preparing biological assessments, providing consultation, performing presentations, completing wetland delineations, performing habitat surveys, representing the City in matters related to securing environmental permits, preparing mitigation and restoration plans and specifications, and providing followup monitoring reporting, etc. Provide expert support related to the Endangered Species Act, water quality environmental regulations, etc. 2.5.03 GEOTECHNICAL / ENVIRONMENTAL SERVICES Perform general geotechnical/environmental engineering services including, but not limited to, site exploration, and investigations to determine if contaminated soils, underground storage tanks (UST), contaminated groundwater, or other environmental contamination or hazards exists. Prepare recommendations and reports for cleanup actions to satisfy all current environmental regulations; obtain Department of Environmental Quality (DEQ) cleanup plans, approval, and permits as required; provide complete UST removal service including removal of USTs and required soil and ground water cleanup; install groundwater monitoring wells, as required; prepare, file, and obtain all applicable and required reports and permits necessary to complete cleanup operations. Additionally, provide general geotechnical services such as subsurface site investigations and analysis for to determine soil types, structure, and maximum soil bearing pressure; identify landslides, seismic hazards and other geologic hazards; recommend and design solutions to typical geotechnical engineering problems; and design foundations and retaining walls. Provide general consultation, analysis, calculations, and reports related to the City design and construction issues. Conduct all laboratory tests for all work required for general geotechnical work and environmental clean-up work. 2.5.04 PAVEMENT ANALYSIS AND DESIGN Perform general pavement analysis and design services for concrete and asphalt concrete pavement including, but not limited to, evaluation and design of pavement overlay sections on existing streets, design of pavement sections on new streets, review of pavement designs by the City staff and outside Consultants, and testing and evaluating pavement performance problems on existing streets. Conduct all field work as required including taking core samples and other samples necessary to perform pavement analysis and design for new and existing streets. Analysis of existing streets shall be by the use of Falling Weight Deflectometer (FWD) testing method per the analysis procedures of the 1993 AASHTO Guide for Design of Pavement Structures and the Asphalt Pavement Design Guide of the Asphalt Pavement Association of Oregon 2003. The Consultant may also be requested to do pavement design per Oregon Department of Transportation Pavement Design Procedures. Consultant shall possess the required equipment. Consultant shall take core samples, as required; provide quality control review of design and bid documents prepared by the City staff and other consultants; and provide consultation, analysis, calculation, and report writing as required for other City engineering issues, as required. 2.5.05 STRUCTURAL ENGINEERING Perform structural engineering services including, but not limited to, project development, analysis, preliminary design, and preparation of bid documents for the City projects such as seismic retrofit projects, bridge repairs, retaining walls, footings, and other structures. Provide quality control review of plans and specifications by the City staff and other consultants. Provide consultation, analysis, calculations, and report preparation for other City structural issues as requested. Provide construction period support services and specialty inspection services as may be required for projects. 2.5.06 MECHANICAL ENGINEERING Perform mechanical engineering services including, but not limited to, project development, preliminary design, final design, and preparation of bid documents for the City projects such as sewage pump stations and water pump stations, heating ventilation, air conditioning (HVAC), plumbing, etc.; quality control review of design and bid documents by the City staff and other consultants; and consultation, analysis, calculations, and report preparation for other City issues, as needed. Provide construction period support services and specialty inspection services as may be required for projects.
