Specifications include, but are not limited to: 22.1. Contractor shall provide all labor, supervision, equipment, materials, services, and expertise required to perform Lake/Pond Vegetation maintenance work for the City as specified herein. 22.2. Contractor should have a competent person in charge of all work operations to whom the City may issue work directives as needed, including the rescheduling of work for emergencies or any other reason. This person must read and speak English competently. This person shall be an Indiana State Certified Aquatic Pesticide Applicator (Category 5 License). 22.3. Contractor will provide bi-weekly inspections (2 times per month only) of park lakes/ponds with treatment as necessary to maintain acceptable control of nuisance aquatic vegetation during the contract period. Materials used in this maintenance program are to be registered with the U.S. EPA and Indiana State Chemists Office for use in lakes and ponds for control of aquatic vegetation. The primary responsibility of the Contractor shall be the chemical suppression of nuisance aquatic vegetation to allow desirable recreational use of project lakes. Some aquatic vegetation is desirable in ponds for balance of the. aquatic system. Complete. elimination of aquatic vegetation is not desirable nor is it included in this lake maintenance contract. Nuisance aquatic vegetation is understood to include floating vegetation and submersed vegetation in shallow water around Lake Shoreline that prohibits fishing or other activities. City will determine "Acceptable Control." 22.4. City may direct Contractor to work on specific locations as priorities at the sole discretion of the City. 22.5. All treatments are subject to requirements of aquatic vegetation control permits issued by the Indiana Department of Natural Resources, Division of Fish & Wildlife (DNR). Work under any resulting contract shall not commence until DNR permits are received. 22.6. Contractor shall comply with all applicable local, state and federal requirements regarding materials, methods of work, and disposal of excess and waste materials. 22.7. Contractor shall inform the City in advance when chemical applications require significant restriction of aquatic use of a particular lake. Contractor shall be responsible for posting these restrictions as required by law. 22.8. The Contractor shall send via electronic mail, a listing of all completed work on each workday to the City no later than 9:00 a.m. on the following day. The City reserves the right to inspect the Contractor's work at any time without notification. 22.9. The Contractor shall immediately refer any individuals, inquiries, questions or complaints arising out of work operations to the City of Indianapolis-Department of Parks & Recreation (DPR) at 317-327-7275. 22.10. Contractor is responsible to coordinate any disruption of traffic due to applications work with the DPR and Law Enforcement Agencies.
