Specifications include, but are not limited to: The Consultant shall provide the following services: A. Growth: Assembly of available data from the U.S. Census and evaluation of significant changes and trends with regard to population size, characteristics, and housing; study and preparation of population and housing unit projections for the years 2025, 2030, 2035 as a basis for community planning. 1. Preparation of report memorandum*. (*These memorandums will document data, findings, methodology and the planning process. They will serve as the basis for the Town Plan and the establishment of Policies and Goals.) B. Land Capacity: Completion of an inventory of existing land use and evaluation of future development capacity and limitations. 1. Prepare an updated inventory of existing land use, lot-by-lot, a. identify the use of each lot from Assessor’s property cards and from field inspections as needed; b. prepare a composite of existing land use as an original color display map; (1” = 1,000’) c. assemble a lot-by-lot tabulation of the current ownership and existing building floor area for each lot in the Economic District; 2. Evaluate soils and slope conditions on un-built areas, information to be presented on a map at 1” = 1,000’; 3. Identify all parcels that are subject to farm, forest or open space assessment under “P.A.-490”. 4. Prepare a dwelling unit carrying capacity estimate of undeveloped lots and tracts in Residential (RES) District, taking into account the soils and slope conditions found above, this information is to be tabulated by appropriate statistical areas, coordinated to the extent practical with U.S. Census Statistical Units. a.
