Specifications include, but are not limited to: The City of Covington is seeking qualification statements from firms to undertake an update to the city’s land development regulations, last updated in 2010. The City intends to enter into a contract with a selected firm that will include organizational review of the regulations, updates to comply with the City’s recently updated comprehensive plan, and updates based on best practices for historic, growing communities. 1) Audit of current development code: Work closely with city staff in producing an assessment of the existing codes and correlated sections of the city’s current development code (htps://library.municode.com/la/covington/codes/code_of_ordinances). 2) Implementation of city plans: Analyze the currently adopted development code against the newly adopted comprehensive plan, entitled “Covington Plan 2030” (htps://covingtonplan2030.com/). 3) Stakeholder and Public Participation: Work with city staff, Council, Planning Commission, Board of Adjustments, and other affected stakeholders such as developers, builders, architects, engineers, etc. Hold public meetings to present proposed revisions for public comment at a time determined by the consultant and project manager. 4) Legal Review: Coordinate with the City Atorney to assess the legal enforceability of the recommended updates. 5) Document production: Provide draft ordinances containing development code updates for commission and council consideration along with user-friendly graphics and charts to beter explain the regulations.
