Specifications include, but are not limited to: The Compact of Free Association COVID-19 Funeral Assistance Program (“COFA CFA” or “Program”) described herein is funded by the Coronavirus State and Local Fiscal Recovery Fund under the American Rescue Plan Act of 2021 (“CSLFRF”), and awarded to the City and County of Honolulu (“CITY”) by the United States Department of the Treasury (“Treasury”). Certain federal requirements, statutes, regulations, and rules apply to the use of CSLFRF monies by the CITY, its sub-recipients, and contractors. The CONTRACTOR shall comply with the federal requirements outlined herein and more specifically in Appendix G: Federal Provisions. Authorized uses of the CSLFRF include assisting households that were negatively impacted or disproportionately impacted by the COVID-19 public health emergency, including burial expenses. According to the May 2021 Report of the Hawai’I Advisory Committee to the U.S. Commission on Civil Rights regarding COVID-19 and Pacific Islander Communities in Hawaii, the committee found that COFA migrants were disproportionately impacted by the COVID-19 public health emergency. This Program aims to assist with burial expenses incurred by resident households comprised of citizens of a Compact of Free Association (“COFA”) nation that lost a family member due to COVID-19. This Program provides reimbursement of burial expenses up to NINE THOUSAND AND NO/100 DOLLARS ($9,000.00) for each household member who passed away due to COVID-19, but such reimbursement shall not exceed THIRTY FIVE THOUSAND FIVE HUNDRED AND NO/100 DOLLARS ($35,500.00) per application from a household that lost more than one household member due to COVID-19. “Burial expenses” include costs of, arising from, or associated with funeral services, cremation, interment, obtaining copies of death certificates, reasonable transportation for up to two (2) people to identify the COFA person who died, transfer of remains, casket or urn, burial plot, marker or headstone, clergy, funeral ceremony, and funeral home equipment or staff.
