The Minnesota Department of Human Services, through its Child Safety and Permanency Division (STATE), is seeking Proposals from qualified Responders to implement and expand the evidence-based service, Parents as Teachers (PAT), to support the goals of Minnesota’s Family First Prevention Services Act (FFPSA) Five-year Prevention Plan which is aimed at preventing children from entering foster care. Qualified Responders are Counties, Tribal Nations, non-profit or private agencies, and organizations who are: (1) a current PAT Affiliate; (2) planning to become a PAT Affiliate; or (3) a County or Tribal child welfare agency. Qualified Responders may apply for one of the following grant options: (1) expansion their current PAT programming to serve the child welfare population with a priority of serving FFPSA prevention services candidates and their families; or (2) planning to implement a PAT program that will be serving the child welfare populations with a priority of serving FFPSA prevention services candidates and their families. Selected Responders will be from agencies, as listed previously and will be expected to work with the local child welfare agency to coordinate services to serve the FFPSA target population and to implement FFPSA prevention plan components.
