Specifications include, but are not limited to: The OGA was created within the Education Stability Fund (“ESF”) to generate investment returns for the ESF. ORS 348.702(5). Managed by Business Oregon and overseen by a Governor-appointed Board of Directors, the OGA invests capital after extensive due diligence and provides returns back to the ESF. The OGB is mandated by statute to provide annual reports to the Oregon Legislature on portfolio metrics including return on investment and economic figures such as job growth and dollars leveraged. There are few institutional sources of investment capital in Oregon, so the dollars provided by the OGA have been significant in the development of venture capital in the Pacific Northwest. The OGA currently invests in a considerable number and percentage of the investment vehicles targeted to high growth companies in Oregon. The OGB seeks a consultant to advise it on investment decisions and portfolio management for the OGA. The consultant will provide due diligence services on investment opportunities, strategic investing advice, board and legislative reports on the portfolio, and ongoing management advice and tracking of portfolio assets. Additional details on the Scope of Work/Proposed Tasks are included in section 2.3 of this RFP. 2.2.2 PURPOSE The OGB seeks a consultant to advise it on investment decisions and portfolio management for the OGA. Consulting services will include, but are not limited to: • Portfolio advice, tracking, and reporting to the OGB, which has oversight responsibilities for the OGA. • Performing due diligence and review of investment opportunities. • Strategic investing advice. • Preparation and presentation of reports on the portfolio to the OGB and Oregon Legislature. • Ongoing portfolio advice, tracking, management, monitoring of key metrics, and reporting for investments within the OGA. 2.3.1 PORTFOLIO PERFORMANCE ANALYSIS 2.3.1.1 Review, analyze, and monitor the performance of the portfolio. 2.3.1.2 Calculate internal rates of return and multiples of return of capital for each investment using information provided by the investment partners, market information, and information in the Consultant’s proprietary data. 2.3.1.3 Prepare subjective analyses of the actual performance of portfolio investments for comparison with funds having similar investment strategies or other generally accepted or Department approved benchmarks
