Specifications include, but are not limited to: MnDOT requests proposals for a phased contract including preliminary engineering and pre-design (Phase 1) with potential of adding final design (Phase 2).The project area is located on Trunk Highway (TH) 13 from Nicollet Avenue to Quentin Avenue in the Cities of Savage and Burnsville in both directions. This corridor is part of the National Highway System and is an important east-westconnection between two major Minnesota River crossings in the areas of TH 169 to the west and Interstate 494 (I-494).Situated south of the Minnesota River, TH 13 runs parallel to Interstate 494 (I-494), which carries east-west traffic north of the Minnesota River and serves as an alternative route for the frequent congestion from I-494. TH 13 is also a major intermodal corridor connecting freight traffic to the Ports of Savage where trucks and rail bring grain into ports to be loaded onto river barges or shipped out by rail. Currently, this corridor has mobility and safety issues for all users of the highway including freight that need to be addressed. Needs additionally include ensuring access to communities and businesses while also enhancing walkability and bikeability throughout the corridor
