The Tennessee Treasury Department (the “State”) seeks to engage financial and grant management support services in applying with the Federal Emergency Management Agency (“FEMA”) for financial assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act. The consulting services are requested to ensure expert project/claims management, and accurate and detailed submissions for property losses sustained to the executive, legislative and judicial branches of Tennessee state government including, but not limited to, Tennessee public institutions of higher education that qualify for financial assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act. The services involve the following: • Review overall loss estimates provided by the State’s insurance adjuster; • Develop a work plan for claims; • Prioritizing projects and deadlines; • Develop a communication plan; • Develop a financial plan (involves all financial data from the State); • Document tracking (online software preferred); • Weekly updates to project teams and leadership; • Preparing claims (including business interruptions and extra expenses); • Assisting the impacted Tennessee state governmental entities with FEMA project worksheet development; • Scope of work development; • Damage assessments; • Accounting (also tracking invoices with scope of work and completed work); • Negotiate and/or respond to disputes of insurance coverage between excess property insurance markets, and all request for information disputes from FEMA; • Assist the State with preparing for appeals, mediation, and/or court hearings involving disputes between the State and FEMA; and • All categories of FEMA public assistance recovery, mitigation, time extension requests, reimbursement requests, reconciliation with other sources of recovery, audits and closeout.
