Specifications include, but are not limited to: Vendor shall be an Illinois Licensed Terminal Operator capable of providing Video Gaming services during the Du Quoin State Fair in accordance with the Illinois Video Gaming Act 230 ILCS 40, the State Fair Gaming Act 230 ILCS 50, and any and all current amendments to each Act. All Video Gaming Terminals (VGT) supplied by the Vendor shall comply fully with the Illinois Gaming Board’s Technical Standards for Video Gaming Terminals and with the Board’s Rules as stated in 11 Illinois Administrative Code 1800.100 et. seq. The Vendor shall bid an annual guaranteed amount to be paid to the Department of Agriculture each year of the contract. This guaranteed amount shall be deposited by the Agency into the State Fairgrounds Capital Improvements and Harness Racing Fund. This contract shall be awarded to the Vendor who provides the highest guaranteed amount for the four (4) years contract term. Vendor shall remit this amount to the Agency within 15 days of contract execution. Per 230 ILCS 50/30-20 a), Vendor shall be imposed a tax of 35% on the Net Terminal Income received from video gaming under this Act, which shall be remitted to the Illinois Gaming Board and deposited into the State Fairgrounds Capital Improvements and Harness Racing Fund Additionally, pursuant to Section 25(c) of the Video Gaming Act, 50% of the after-tax profits from any video gaming terminal shall be paid to the Department of Agriculture. The Agency shall deposit that amount into the State Fairgrounds Capital Improvements and Harness Racing Fund.
