Specifications include, but are not limited to: Phase 1: Needs Assessment & Recommendations Complete an analysis of Elko County’s current public safety radio systems: A. Conduct on-site project kickoff meeting with Elko County stakeholders to confirm goals and requirements. B. Existing system: perform an analysis of Elko County’s existing systems to include age, lifecycle, reliability, ownership, operating condition, access, and capacity: a. Systems equipment and software b. Site infrastructure c. Gap analysis of current systems d. Conduct Agency-specific and regional sessions with the primary and other PSAP stakeholders, other business users and technical staff to further review and update requirements e. All other components f. Describe the level of local control and staffing necessary to support current system. C. Make recommendations based on findings and professional experience to provide a detailed comparison of building or improving a county owned radio system for all users in Elko County. a. Equipment i. Itemize and prioritize improvements, upgrades, and additions to the existing or replacements systems ii. Describe how desired operational features and options will be provided iii. Outline how reliability and redundancy will be achieved b. Performance i. Establish interoperability recommendations and options for public safety agencies ii. Provide recommendations system utilization for optimal performance during operations iii. Define a comprehensive system maintenance and support program for continued performance c. Cost i. Establish costs for a turnkey system and possible cost-saving alternatives 1. Include purchase, lease and additional fees 2. Identify annual costs over 5, 10, and 15 years d. Role of Staff to ensure sufficient level or local control, management and service i. During transition to new radio system ii. After implementation including maintenance and future planning e. Anticipated challenges to achieve success D. Submit draft report for review a. Provide editable electronic draft of findings and recommendations b. Work with Elko County E911 Advisory Board project team to validate and revise findings and recommendations E. Submit final report a. Provide report in electronic form and hard copy form b. Technical presentations to Elko County E911 Advisory Board and/or internal stakeholders.
