Specifications include, but are not limited to: The Town of Essex is seeking proposals from qualified Architectural/Engineering (A/E) firms to provide professional services for the preliminary design and planning of a new Police/Emergency Operations Center. The proposed facility will be located either on the existing firehouse property at 11 Saybrook Road or on other potential sites identified by the town. The selected firm will be responsible for conducting a thorough analysis, making recommendations, and producing concept-level layouts for the proposed facility. The selected A/E firm will be responsible for the following tasks: a. Site Analysis: Conduct an evaluation of the existing firehouse property and other potential sites to determine suitability for the proposed center. Sites that have been preliminarily identified include Town Hall (via expansion) and the “LC Doane Property” at 4 Main Street, Centerbrook. b. Programming: Collaborate with town officials and stakeholders to define the functional requirements and space needs for the Police/Emergency Operations Center. c. Design Development: Develop conceptual designs and architectural renderings for the proposed center, incorporating innovative and sustainable design principles. d. Recommendations: Present recommendations regarding site selection, building layout, materials, and technology integration to optimize functionality and efficiency. e. Cost Estimation: Provide estimates of probable cost for construction, equipment, and other associated expenses for the construction of the facility.
