Conduct the intial environmental coordination with TDOT/FHWA, preliminary engineering, and environmental investigations necessary to fulfill the National Environmetnal Policy Act (NEPA) requirements for this project. Conduct project survey and develop plans, specifications, contract documents, bid quantities, and engineering cost estimates that meet or exceed all federal and state guidelines. Provide Right-of-Way Services as necessary to obtain TDOT R.O.W. Certification and TDOT Utility & Railroad Certification. Prepare all required bid documents and assist in all aspects of the bidding process including , but not limited to, assisting the City of Gallatin with advertisement, solicitation of bids, bid evaluations, and recommendation of award. Construction Engineering Inspection (CEI) services. Any other specific requirements of the TAP grant program. Follow requirements of the current edition of TDOT's "Local Government Guidelines for the Management of Federal of State Funded Transportation Projects" which inculdes submittals for approvals of environmental documentation, permitting, engineering design, utility relocations, rights-of-way, and disadvantaged business enterprises (DBE).
