Specifications include, but are not limited to: CONTRACTOR shall provide an inmate mail system that will provide the following: A. Comply with all Federal, State, and local legislations, rules, and regulations relating to the provision of services under the terms of a resulting contract. B. Meet all applicable industry standards. C. Comply with all applicable UDC policies and procedures, and joint policies or protocols developed between the CONTRACTOR and UDC. D. Eliminate incidents of contraband entering the secure facility. E. Improve overall safety and security. F. Provide a post office address or email for all non-legal mail. G. Allow UDC to set limits on the amount of mail that can be sent in to the prison. H. Provide a procedure for the Attorney screening process. I. Provide a procedure for legal mail. J. Screen mail and scan the letters. This includes letters, cards, postcards, or photos. K. Notify UDC of drugs or paraphernalia that is found inside the envelope or detected in the mail. L. Provide availability for UDC’s law enforcement to screen and save digitized mail for further investigations. M. Send the scanned mail digitally and by US Mail to the UDC. N. Set end users up with passwords or Single Sign-on method. O. Provide a system allowing UDC to reject or accept the scanned mail items. P. Provide training on the system and procedures using PowerPoint presentations, flyers or in person. Q. Provide website maintenance and updates; and immediately notify UDC of any system downtime. R. Provide a support center for end users and families. The support center shall provide online or email support 24/7 and a call center for support Monday through Friday, at least 8 hours a day. Support center must be in compliance with the Americans with the Disabilities Act. S. Assist the Department in answering any mail related to inmate grievances.
