Specifications include, but are not limited to: The Department of Insurance will provide and have sole authority and responsibility for establishing the criteria by which all education providers, instructors and courses are approved and will promptly notify the vendor of changes in laws and regulations that relate to continuing education and prelicensing training courses. The vendor shall provide administrative services for the review and approval or denial of continuing education courses and instructors, and prelicensing courses and instructors. The vendor shall be responsible for review and approval or disapproval for the following transactions: Prelicensing courses, Prelicensing instructors, Renewal of prelicensing courses and instructors, upon request of DOI, Continuing education (CE) courses and assignment of credit hours, Continuing education instructors, Renewal of continuing education courses and instructors, upon request of DOI; Classroom course measurement of credit shall include at least fifty (50) minutes of continuous instruction or participation per hour of course credit earned. Self-study or correspondence courses shall be calculated in accordance with the National Association of Insurance Commissioners “Recommended Guidelines for Online Courses.” The vendor shall not show bias or favoritism toward any provider, course, or instructor for any reason.
