Specifications include, but are not limited to: A. Project Planning a. Consultant shall meet with City staff to identify background information to ensure incorporation of city staff suggestions, recommendations, directions and other requirements into the projects. Consultant shall review current master plan studies, mapping, and water quality programs and permit requirements. B. Drainage System Assessment a. Consultant shall conduct an evaluation of drainage system conditions and capacity deficiencies including additional measures to be taken, development of a prioritization ranking and creation of the Drainage Master Plan report to determine the most beneficial actions to implement. b. Consultant shall develop flood mitigation strategies and projects using a riskbased approach. Based on the findings on storm drain systems condition and capacity deficiencies; the Consultant will determine the parts of the system that need to be improved and establish the priority of those system improvements. c. The Village has known groundwater issues that are impacting the roadways in the neighborhoods. The Consultant shall develop mitigation strategies to protect the streets from this water. d. Development of maintenance plan: develop a maintenance plan to make sure the mitigation plans will be executed successfully and the plan will bring long-term benefits to the community C. Meetings and Reports a. Coordination and Progress Meetings at Public Works building with City staff. Prepare and distribute meeting agenda and minutes, and project status reports. Schedule and attend meetings with the City as necessary, to review and discuss specific issues not covered during progress meetings. The designated CONSULTANT Project Manager and necessary sub-consultants shall attend all meetings requested as noted below: i. Kick-Off Meeting (1) ii. Meetings with City Staff 60%, 90%, etc (as needed, minimum of 3) b. Meeting Minutes: Prepare meeting minutes and distribute for comment before finalizing. D. Deliverables a. Drainage Master Plan which includes mitigation strategy and projects, and priority list of key drainage improvements for the Shell Beach area. b. Updated Drainage Master Plan which includes mitigation strategy and projects, and priority list of key drainage improvements for the Downtown and Pismo Heights areas.
